Well, I just used the script for debugging :) But OK why not using it 
always? The following deletes imap_quota from the MAIL_PLUGINS variable.

expire-tool.sh:
#!/bin/bash
MAIL_PLUGINS=${MAIL_PLUGINS//imap_quota/}
#set > /tmp/dovecot-environment
/usr/lib/dovecot/expire-tool $1
