[Dovecot] Can't open configuration file

the error originates in the source C file setting.c as

 	fd = open(path, O_RDONLY);
-	if (fd < 0)
-		i_fatal("Can't open configuration file %s: %m", path);
+	if (fd < 0) {
+		i_error("Can't open configuration file %s: %m", path);
+		return FALSE;
+	}

so it is posible that i don't have a lib or header file that is required

I did not get any errors on install
 doning a tar.gz install on Fedora core2 minimal install

OK, to avoid ambiguity, can you show the output of:

# ls -ld / /home /home/dovecot /home/dovecot/dovecot-pgsql.conf

Then check you get the same log error as before.
