[Dovecot] Major CPU spike for SSL parameters?

I applied the patch to master-settings.c and the problem is still there

foxmulder:etc$ grep ssl dovecot.conf
ssl_cert_file = /etc/ssl/certs/dovecot.pem
ssl_key_file = /etc/ssl/private/dovecot.pem
ssl_parameters_regenerate = 48
