Generally, rules at the MTA (exim) level are global. Rules at the LDA
(dovecot-sieve) level are user-controlled. Mail user agents that support
sieve allow users to set their own personalized filtering and sorting
rules. I am not aware of any mail user agents that allow individual
users to set filter rules at the exim level that would only apply to one
user.
