Updating the files' mtime timestamps and removing dovecot.index.cache
does update them from Dovecot's point of view. I guess your problem is
that Outlook already cached the mails locally with wrong timestamps, in
which case the easiest fix would be to change uidvalidity field in
dovecot-uidlist (second field in first line) file to force a resync.
