[Dovecot] Rootless installation gets ssl-parameters.dat errors

I think one of the reasons I didn't bother to make it configurable was
because there's really no need to create more than one
ssl-parameters.dat file. In fact many servers create none, they just use
the the SSL library's default built-in one.
