No, the plugin just uses the dict server. You need something like this in 
your conf:
dict {
   quotadict = mysql:/etc/dovecot-dict-sql.conf
}

Regarding the socket:
"Connection refused" typically means, IMHO, that there is no listener on 
the socket. So I guess that there is no dict server running.
