Errors are logged regardless of any debugging options. And the debugging
options don't really help in detecting these kind of problems.

I think it's unlikely. Outlook is known to have had lots of problems
with POP3 + leave mail on server..

User needs to have been logged in while still running with older uidl
format, so that the UIDLs get written to dovecot-uidlist file. After
that they don't change when you change pop3_uidl_format.
