Every distro that I know of has alternate repositories where reasonably
up to date packaged can be had, so this is simply not a legitimate excuse.

I agree, but most distros have a way of accomplishing both. It may
require a *little* extra work on the admins part, but it is well worth
it, and anyone not willing to do that extra work deserves the oft
resulting headaches...
