[Dovecot] doveadm doesn't seem to honor mail_location, mail_uid, mail_gid

So how are you calling doveadm (give a full example command line)? Do
you start it as root, or the wanted mail_uid/mail_gid? What is the
result, does it give an error message or run as some other uid/gid?

Anyway, it should work.
