[Dovecot] Quota has none effect

Hello,

I have a user who has 153600 kBytes max. storage space.
Now, however, he has used already 167396 kBytes
and he can receive e-mails and can send.
How can this be?

# 2.0.11 (0ce50c22f84c): /etc/dovecot/dovecot.conf
# OS: Linux 2.6.29.4 i686 Debian wheezy/sid
