[Dovecot] Quota has none effect

This is the default 700 MB quota specified in config file.

I guess you want this user's quota to be taken from userdb lookup and
it's less than 700 MB? Then you need to give -d $USER parameter to
dovecot-lda so that it does the userdb lookup.
