It might be user permissions, yes. Which mail client are you using? In
case of Mail.app, you might like to have a look under
/Users/youruser/Library/Mail and /Users/youruser/Library/Mail\
Downloads. Maybe this does not fit your needs.

And maybe check your subscription file. We really need more information
to give proper help.

Some logs would be nice, too ;-)
