[Dovecot] prohibit deletion of Junk folder

Can't you make sieve re-create the folder when it's missing?  Simply set
lda_mailbox_autocreate=yes if you use dovecot lDA, and/or use 'fileinto
:create "Junk";' in the sieve script.
