Quota emails... nothing happened

Hi,
sorry to bother you.. any idea ? how to give more space to a specific user ?
And where to place the line, in order to overide the general rule ?

I suspect that to increase the space for the specific user AZT000, that 
should be : quota_rule=azt000:storage=160gb.. but where
