Is the quota plugin being loaded? What is the output of:
doveconf | grep -B 2 plug

I tried the command and it returned the command was not found. I have installed:
apt-get install dovecot-common apt-get install dovecot-dev apt-get install dovecot-imapd
Which package does the binary doveconf come from?
You need to make sure to reply to the list - not just to me.
If you don't have doveconf...what version of Dovecot are you using?
