You are using rather old dovecot version, can you try reproducing this issue using 2.2.36.3 or 2.3.5.1?

so despite the version there are no known issues in 2.2.13? You see, the used version is related to the UCS version and can't be updated independently.

There are about 286 commits to director alone since 2.2.13, and almost 8800 commits in total. Do you think it might be slightly complicated to find out if there is some bug affecting director in the way you described, which is somewhat vague? 2.2.13 is already over 5 years old.
I did look however, and found these, maybe they match your scenario?
