What userdb are you using? userdb passwd should already skip users that aren't in the valid range. And what Dovecot version are you using?
passwd-file under dovecot 2.0.16.
Ah. The skipping only works in v2.1. Also you mean you're using passwd-file for /etc/passwd? You shouldn't really be doing that.
