There are no limits, so GETQUOTAROOT doesn't return anything. Although..

Dovecot should be using these values or the ones returned by userdb, so having 0S in the header shouldn't make a difference. Or is it possible that your userdb could override quota_rule in a way that it doesn't specify storage at all?
