It is just a number, but it should be a meaningful one. If a software package's version numbers are not going to be meaningful, it would be better to just use some number like a timestamp or serial number. If you use terms like "beta" and "release candidate" and version numbers like 1.0beta01 and 1.0, they should mean what people expect them to.
Just to throw my own opinion in here, if feature changes are being made, the clearest thing would be for the version numbers to go back to beta. That could mean going back to beta status on 1.0 (1.0beta20 or something), or it could mean going to beta status on 1.1 and just skipping the 1.0 release altogether. It wouldn't be a crime to go from 1.0rc10 to 1.1beta01 and for 1.0 to never exist. (It would delay the first release that is declared to be stable, though.)
