Debian does something weird here. It doesn't use an explicit systemd unit. It is generated from the SysV init file. I ended up setting the ulimits in /etc/security/limits.conf for user solr.
Please make sure the changes you make don't make your Debian package *require* systemd. There are Debian-derived distros that avoid systemd.
