See src/config/old-set-parser.c for how doveconf does it. It doesn't convert some (more rarely used) settings that are also difficult to convert. http://wiki2.dovecot.org/Upgrading/2.0 lists those things.

doveconf can be used to convert v1.x configuration files into v2.x format:
doveconf -n -c dovecot1.conf > dovecot2.conf
