[Dovecot] outgoing mails

Hello, I need to restrict outgoing email. I am using RedHat CentOS 4.7 and Dovecot 0.99.11 Today all users can send emails to Internet. But some people should only be able to send email to other user in this mail server. Just a few persons can send emails to the Internet. How can I do that? THANKS! Hugo
