Not at the University of Minnesota. We require ESMTP STARTTLS/AUTH over the standard mail submission port (587).
The question is: How do you enforce it on submission via port 25?
OK - but the rest of the world varies from what the University of Minnesota does.
Not all of it. And if, then it is their choice. Perhaps you should submit an RFC for a better SMTP requiring authentication and other anti-spam meassures.
