Yes, you're right. Disabling TLS1.2 is a workaround, not a solution. Postfix is affected by the same issue which indicates an issue with OpenSSL. There is a certain chance that this behaviour might be triggered from a closed source library. If someone from Microsoft volunteers to work on this issue, I'd be happy to join in.
