Dovecot starting up, but it is not doing so. Is it something in the plugin settings that causes this to be created?
No, the plugin just uses the dict server. You need something like this in your conf: dict { quotadict = mysql:/etc/dovecot-dict-sql.conf }
Regarding the socket: "Connection refused" typically means, IMHO, that there is no listener on the socket. So I guess that there is no dict server running.
