Just make it listen on 0.0.0.0 <http://0.0.0.0>?

Not an option. I want local users to connect by pop3 and remote by pop3s.

You could have dovecot listen on 0.0.0.0 and then use an IPTABLES rule to drop anything that's not on your local subnet to 110.
