Apple developer account not required…but for sure an Apple Push Notification account…and probably a mac… I am not 100%. macOS Server had the facilities to get a push certificate and use it with IMAP.

Have you guys tried using XAPPLEPUSHSERVICE ?
This seems to be only available when you have an apple developer account?
