By default neither of these are checked, but yes, there are two checkbox options, one to Expunge the Inbox on exit, and one to Empty the Trash on exit.
Also, worthy of note, is that TB's "Trash" is a local folder by default, NOT an IMAP folder.
This is incorrect. We've been using TB since about version 0.8, and I have set up many hundreds of Thunderbird profiles over the years. I don't recall this ever being a default, but it certainly is not the default now. For IMAP accounts, all special folders - Sent, Trash, Drafts and Templates - are (and have been for as long as I can remember) IMAP folders.
(unless some genius admin relocated everyone's Trash folder to IMAP storage or a network share via some ill advised group policy etc).
Neither Firefox or TB have native GPO support (I wish!), although yes, some admin could have been changing this by pushing out custom configs somehow...
