How about: You have choosen to run POP3. The setting pop3_uidl_format needs to be set in the dovecot.conf file for the POP3 server to work. See examples in configuration file.
If that is too long.. then: You have choosen to run POP3. Setting pop3_uidl_format needed in dovecot.conf
I don't see any problem in understanding "pop3_uidl_format setting is missing from config file".
