No. You can use deliver -m without having Sieve installed at all.
That's not how Stephan (?) explained the interaction of -m and sieve filters to me. But I guess I misunderstood.
Well, yeah, if you do have sieve enabled then it has some interaction with Sieve. But if you don't have sieve, it's implemented by deliver internally.
