Relevant config(/usr/local/etc/dovecot.conf):
mail_plugins = quota imap_quota
quota = fs
any advice would be lovely.

which distro of linux? which version of quotas are you using?
I had to do some hacks to get it working with RHEL 3 using v2 quotas and posted it to this list awhile back. I don't remember the specifics off the top of my head but if you search the archives you're sure to find it.
if not, let me know and i'll dig up my notes on it.
