The reason this is important is simple. I've encountered a lot of sites that refuse to accept an email with the '+' character in it, but every one of them has accepted one with a '-' sign as the delimiter, so I use both.
I did find the prior questions asking the same thing, and that there was a patch (one liner?) - but apparently it was never integrated?
