That's FreeBSD ports' behaviour. Just look at the port's Makefile:
.if !defined(WITHOUT_KQUEUE) CONFIGURE_ARGS+= --with-ioloop=kqueue --with-notify=kqueue .endif
Hence, set WITHOUT_KQUEUE if you don't want it.
