Now I see, that the next UID in dovecot-uidlist is here 522 but the last UID is 540. So I don't know why the dovecot-uidlist is incorrect.
The documentation should be updated, since the format changed in v1.1. Now the next-uid header is updated only when the entire file is rewritten. Typically updates are done only by appending a line.
