That's because Public isn't a mailbox, it's a namespace. You can create mailboxes under Public, but you can't treat Public itself as a mailbox.

What are you trying to do? Do you want just a single Public mailbox? That's not possible with namespaces (but you could do it with a symlink). Typically the solution would be to just create the public mailboxes under Public/. It sounds like the problem is how you're trying to use the client.
