Horde + INGO. You will need an FTP server with access to the users homedir to place the generated .dovecot.sieve file. Works great, and creates full-powered sieve scripts.
Can I have just Horde and INGO without the baggage of IMP?
Last time I looked the website seemed to imply that you could only use the filter with IMp whcih I'd rather avoid if possible.
The ftp home dir access is not a problem.

I run IMP, but I don't believe it's a required - most of the Horde apps work independantly.
