same problem here since iOS 18. What sometimes seems to help is to force-kill the Mail app and restart it, until the process gets stuck again.

IPv4/IPv6 do not seem to make any difference, neither does port 143 or 993.

I'm on 2.3.21.1 on FreeBSD.
