It's allowing moves and deletes and expunges like normal. Just things like X-Keywords aren't being added when a client requests it.
Are the $Labels listed in X-IMAP or X-IMAPbase header in the first mail?
Try this manually:

Does the "test" keyword get added to mbox either?
