Running strace on this, I see it's trying to do this:

Was fixed like this:
# sieve-test -c sieve/default.sieve ./test Fatal: Can't open mail stream as raw
# touch /tmp/test
# sieve-test -c sieve/default.sieve ./test

If I remove that file, it stops working. Odd :)
