      Problem solved.  Apparently this comment in my lda configuration lied.
protocol lda {
# Space separated list of plugins to load (default is global mail_plugins).
# mail_plugins = $mail_plugins
}
I had to set this to
protocol lda {
# Space separated list of plugins to load (default is global mail_plugins).
mail_plugins = $mail_plugins sieve
}
despite the fact that mail_plugins includes sieve.
