I agree, but most distros have a way of accomplishing both. It may require a *little* extra work on the admins part, but it is well worth it, and anyone not willing to do that extra work deserves the oft resulting headaches...
I have moved to 1.2.12 and updated my dovecot-dict-quota.conf file, and it seems to be working great.
