Looks similar but not identical to BIND and DHCP config files, except that the commands lack terminators, limiting values to be a single line. If you expect any values to be large, it would be nice to break them across lines, and that would require a terminator (like the semicolon used in named.conf). I think the commercial version of sendmail has adopted this format, as well.
