Spam is not "mail that $USER doesn't want to see". Spam is UBE. If
$USER subscribed to something and confirmed it before the mailings started, that's not spam.
Yes, hence it's a per-user attribute when two users receive the same thing and one of them doesn't remember signing up or giving his email address to a salesperson and asking for more information.
