Outlook-idle applies to the imap protocol, and is added to the "protocol imap {}", like this: imap_client_workarounds = outlook-idle

I doubt that this is your problem.

I only have "pop3_uidl_format = %08Xu%08Xv" in my "protocol pop3 {}" and it didn't work to add it to a new line there.

Is your problem perhaps that you're using the imap protocol for your iPhone, and pop3 with Outlook? I'm not sure if dovecot can handle that. Why not use imap with Outlook?
