I think why the deliver is not using a 'MAILBOX_TRANSACTION_FLAG_ASSIGN_UIDS' flag.

deliver/deliver.c:142::deliver_save() function - calling mailbox_transactio

n_begin() The imap's COPY/APPEND commands is using this flag.
