Discussion of Apple Push Notifications is kind of irrelevant, since Apple doesn't support this anymore (more accurately: it has been deprecated, and existing users will eventually lose the functionality).

What exactly stopped(will stop) working ? Generating through MacOS Server which nobody should have been using anyways, or the https://identity.apple.com/pushcert/caservice/new endpoint ?

As has been told to me, what is being discontinued is the ability to obtain an independent APN certificate for non-Apple devices/services, at least without striking a deal with Apple itself.
MacOS Server is (was) the only legal way of obtaining and using an APN certificate in the Dovecot use-case.
I believe the endpoint you posted is for obtaining APN certs for Apple devices. You cannot legally use that in a mail server scenario.
