You can try to add a deny passwd-file based on the service and protocol or port (in order to determinate if users are login in clear):

passdb { driver = passwd-file args = /etc/dovecot/deny.%s.%a deny = yes }

And in the file /etc/dovecot/deny.imap.143 insert all users except the allowed to login in clear.

This is only a suggestion, I don't know if can works. Let me know if you find a better way.
