Originaly i had it in /usr/local/etc and moved it to home/dovcot so i can give fulle access in a pah where there is not other info residing
So i'm thinking it is something i specified in my config file or a mistake i did during compiling
OK, to avoid ambiguity, can you show the output of:
# ls -ld / /home /home/dovecot /home/dovecot/dovecot-pgsql.conf
Then check you get the same log error as before.

Looking at there closely, you'll see two spaces before /home/dovecot. So it tried to open " /home/dovecot/dovecot-pgsql.conf", most likely because you had set "passdb = pgsql /home/dove...". Maybe I should strip spaces there..
