You'll want to make sure that you have the following in your protocol imap {} block:

mail_plugins = quota imap_quota

as well as the quota = maildir in your plugins {} block.

Also you didn't specify your environment and how you installed dovecot.

if you compiled it from source, make sure to check that quota support is compiled in.
